1. Opening -The meeting commenced with a warm welcome extended to the distinguished parliamentary delegation from Ghana by Her Excellency Mavis Ama Frimpong. The delegation expressed appreciation for the opportunity to participate in the Change NOW Summit, held at Grand Palais in Paris which convenes representatives from over 140 countries to advance global climate solutions.
Both parties acknowledged the importance of international collaboration in addressing the urgent and interconnected challenges of climate change.
2. Objectives of the Engagement-The Ghanaian delegation outlined their key objectives as follows:
• To learn from global best practices and expert insights on climate action.
• To identify scalable and sustainable solutions that promote resilience and adaptability tailored to Ghana’s climate challenges e.g., Illegal gold mining (Galamsey) and its impact on the environment, waste dumping mostly exported to Africa amongst other environmental challenges.
• To explore solutions strategies for climate financing, including leveraging on frameworks that can aid in mobilising resources and attract international investors.
• To examine pathways for transitioning from fossil fuel dependency while ensuring economic stability.
3. Key Discussion Points
3.1 Climate Financing Mechanisms
Participants discussed the growing need for innovative and blended financing models to support climate initiatives in Ghana.
Key insights included:
• Leveraging multilateral climate funds and development finance institutions.
• Structuring bankable projects with clear regulatory frameworks to increase investor confidence. The delegation emphasised Ghana’s interest in developing transparent, investor-friendly frameworks that align with international standards.
• Exploration of phased transition strategies, including diversification into renewable energy sources.
• Opportunities for technology transfer and capacity building to support cleaner energy adoption.
3.3 Policy and Regulatory Frameworks
Participants highlighted the critical role of governance in enabling climate action:
• Establishing clear, consistent, and predictable policy environments to attract long term investment.
• Strengthening institutional capacity for project development and implementation. • Encouraging regional cooperation within West Africa to scale impact. • Aligning national strategies with global climate commitments.
4. Opportunities for Collaboration
Several avenues for future cooperation were identified:
• Technical partnerships with international experts and institutions. • Joint development of pilot projects in renewable energy and climate resilience. • Knowledge exchange platforms and continued engagement through global forums. • Support in designing investment-ready climate projects.
5. Closing Remarks
The Ghanaian delegation reiterated their commitment to advancing climate action and expressed their intention to translate insights gained into actionable policies and initiatives.
The meeting concluded with a shared understanding of the importance of sustained dialogue and collaboration. Her Excellency Mavis Ama Frimpong reaffirmed her willingness to support The Speaker of Parliament Rt. Hon. Alban Sumana Kingsford Bagbin in his efforts to address climate challenges and unlock climate financing opportunities.
